It’s a ranking system determined by results, goal differential, opponent’s strength, ect. More accurate than the UEFA coefficient rankings (which Spanish League is also first), odd makers use that a lot.
I also respect your opinion but there’s little actual evidence to say that the EPL is the best league like the commentators and EPL analysts try to drill that unto the viewer’s heads week in week out. The evidence suggests that the Spanish League is superior in terms of strength of clubs.
Nobody can make these comparisons. They’ve (England and Spain’s shitty/okay teams) never played against each other nor have they played against a team who has played against both sides.

The Spanish League has all their top division teams within the top 100 for Elo club rankings (most accurate rankings, used in chess also), the lowest one is Granada at 89. EPL’s lowest team is QPR at 142.
There have been more finalists and champions in UEFA competitions from Spain than from any other league in past 15 years.
